This is certainly a challenging situation. Alarms are generally the most effective means of treating bedwetting, although it is true that they do not work with all children. It is not unusual for children to not wake on their own, with many parents having to wake them themselves. The alarm can take up to 4 months to work, with treatment beyond this unlikely to produce a cure. If you have tried the alarm for more than 16 consecutive weeks then I would suggest your next step is to be referred to a pediatrician who will be able to discuss other options. The doctor may recommend alarm use in combination with medication. Medication can be used on it’s own to help him to stay dry at sleepovers which is a priority in the short-term, keeping in mind that most children return to wetting once the medication stops.
